Yes, Sec 824 of the PPA allows these direct Roth IRA conversions starting in 2008, although there may be some delay in plan amendments to offer this conversion. The 100,000 MAGI income limits also apply until 2010.
The account holder must also be eligible for distributions, usually due to reaching 59.5 or separating from service.
