403b to Roth IRA

I have a 403b variable annuity with Horace mann since 06. I didn’t know invest in a veriable annuity is such a bad idea until now. I am a teacher working at a public school and I started this 403b through a vendor at my school district. Since my school didn’t provide any match, I was told that I am better off rolling the money in 403b to a roth ira. I think it sounds like a good idea. As I looked into my 403 b contract, I realized if I do that, I would have to pay about 1000 for surrendering my contract plus paying tax later since the money in 403 b was pretax money. I have about 14,500 in my 403b. My tax bracket is at 15%. What would be the best way to go for me? Do I need to roll my money to a traditional IRA and then Roth IRA or just roll into a roth iRA directily? Any suggestion on a good roth IRA broker? I am all new to this and really don’t know what to do.
