What is “earliest” RMD Date

Wife born 06/05/47. Turns 70-1/2 December 2017.

What is earliest date in 2017 she can begin taking RMD’s? Jan. 1 or Dec. 5?

Why does IRS on QCD say you cannot take a QCD until 70-1/2 , in her case Dec 5, 2017?

For someone turning 70 1/2 on 12/5/2017, 1/1/2017 would be the earliest distribution date and 4/1/2018 the latest. It is not the IRS who is saying you can not take a QCD until 70 1/2, it is congress. Here is the relevant specific susection of the code:

  • (ii) which is made on or after the date that the individual for whose benefit the plan is maintained has attained age 70½.
