401K to RRSP in Canada

Just recently relocated back to the Great White North and considering moving my IRA to RRSP’s in Canada, especially now given the great exchange rate.
Is there an appropriate time of tax year to do this?….before or after declaring residency in Canada?
What tax implications may there be?
If I no longer have a USA address, I do not believe i could maintain an IRA under financial control of a USA advisor if he/she not licenced to manage outside of USA?
I’m sure I’m not alone with these decisions these days.
Any guidance welcomed.
