Inherited IRA

if inherited IRA was set up in 2019 does it fall under the old stretch IRA rules or is it subject to the SECURE act and must be liquidated within 10 yrs?

For deaths prior to 2020, the former RMD rules apply with life expectancy stretch for designated beneficiaries. When the designated non spouse beneficiary passes, the 10 year rule kicks in for the successor beneficiary.

I forgot to mention the benficiary is a non spouse.  If they roll to a new custodian will the inherited IRA keep the old stretch distribution rules?

Yes. A change of custodian does not affect the RMD requirements.
