Retired now and can’t contribute to Roth IRA. Can I use Roth IRA dividends to purchase other new stock within Roth IRA? Thank you.

Yes. You can rearrange your Roth IRA investments any way you wish. You can convert other pre tax plans to your Roth IRA, or withdraw whatever amount you wish. The only thing you cannot do is make new regular Roth contributions if you do not have earned income, or if married your spouse does not have earned income to fund a spousal Roth contribution for you.
