Gifting Series EE Bonds

If an individual has accumulated Series EE bonds and would like to use them towards their children's education; however, they will not be eligible for the education tax exclusion since they file separately and are in the top tax bracket, is there a work around to this? Can they gift the Series EE bonds to the children and if so, would the 24 age requirement apply to the children? Or would gifting the bonds be considered a re-issue, causing the parent to pick up the accrued interest on the bonds to date?
