Scholarship Income Eligibility for IRA Contributions for Nonresident Aliens

The law was amended in December 2019 (https://www.law.cornell.edu/uscode/text/26/219) to allow grad compensation income to be eligible for IRA contributions. However, I am a Nonresident alien for tax purposes for at least another couple of years (graduate student on an F-1 visa), and receive a form 1042-S instead of a W-2 (or a 1098-T or 1099-MISC which is eligible for sure under this new change). A clear answer has been hard to find, with tax filing software/websites not being updated to reflect this change for even US citizens. Even calling the IRS didn’t help, and the agent asked me to contact a tax specialist. Are there any references I can look which would definitely rule out this income eligibility one way or another?
