Is a 5500 form required for a Uni-k with a balance of $220,000 for a 2006 tax return? The Uni-k was started in Dec 2002 for an LLC?

For plan years that begin before January 1, 2007, the threshold ( for not filing ) is $100,000
The threshold was increased to $250,000 under Section 1103 of the Pension Protection Act of 2006, effective for Plan Years Beginning on or After January 1, 2007
