Unemployment insurance eligibility and inherited ira distribution waver for 2020

I was just furloughed from my job after 15 yrs. due covid-19. I discovered as I was filling out my NJ unemployment claim that if I have been or will be taking a distribution from a Inherited IRA that I will not be eligible to collect unemployment. My question is with the passing of HR748 allowing me to waver my 2020 distribution will I be able to collect unemployment insurance for this year or would be considered a elective choice? I am 61 yrs. old and had no plans to retire in the next 5 years. As a named non spouse beneficiary to a IRA I had no choice but to take a distribution the past two years.
